Ray Delany

Ray Delany started his journey in the health sector (after extensive prior experience in manufacturing and finance) as the first CIO of Waitematā District Health Board. This was followed by a term at Ministry of Health responsible for the National Health Index (NHI) and other national services. During this time, he sponsored projects to develop the National Immunisation Register and Health Practitioner Index among others. Ray then branched out as an independent consultant spending some years providing strategic advice for DHBs and primary care organisations in public and private settings. 

Ray was founding Director of the National Institute for Health Innovation at the University of Auckland before acquiring a majority stake in Designer Technology Ltd which he successfully developed to an exit by acquisition in 2019. 

Recently, Ray was engaged by Health New Zealand - Te Whatu Ora in 2022 to undertake a reset of the Hira Programme. 

Ray has served as an independent member of several programme governance boards in health including for the Finance Procurement and Information Management (FPIM) and Health System Agreements and Payments (HSAAP) programmes, both of which are of significant interest to DHA members. He is a past president of ITP New Zealand and a former board member of Health Alliance. 

In 2021 he launched CIO Studio which provides C-level expertise to mid-market companies. 

Ray brings to the DHA Board a broad strategic view combined with extensive experience as a small business owner and both a vendor and purchaser of digital health products and services. He believes that the health sector will be best served by appropriate relationship building between key stakeholders. 

Ray’s credentials include a Master of Management and Chartered IT Professional practice certificate.
